James C. Bennett
James C. Bennett is currently a consultant on commercial space flight and applications, and project development in space and other high technology enterprises. He is Space Fellow of the Economic Policy Centre, London. He has been active in space and other high-tech entrepreneurial ventures since 1978.
Bennett co-founded two private launch ventures, Starstruck, Inc., and American Rocket Company (AMROC), which between them revived hybrid rocket propulsion technology. Prior to becoming president of AMROC, and continuing during his time in that position, Bennett worked with the executive and legislative branches to create regulatory and policy approaches to deal with commercial spaceflight. In that capacity, he served on the 1984 White House Task Force on Space Commercialization and subsequently the Secretary of Transportation’s Commercial Space Transportation Advisory Committee (COMSTAC) and has testified several times before Congress on these topics. Between 2012 and 2014 he was a member of the British government’s Spaceplane Regulation Workshop process, developing human commercial spaceflight and launch site regulation for the UK.
