Gene Healy is a Senior Scholar at the Reason Foundation. His research focuses on the growth of executive power and the institutional pathologies of the modern presidency.
He is the author of The Cult of the Presidency: America’s Dangerous Devotion to Executive Power and Indispensable Remedy: The Broad Scope of the Constitution’s Impeachment Power. He has testified before the U.S. Senate, his work has been cited in the House Impeachment Managers’ Trial Brief (2021), and he has been published in the New York Times, the Los Angeles Times, and elsewhere. He holds a B.A. from Georgetown University and a J.D. from the University of Chicago Law School.
Healy joined the Reason Foundation after over 20 years at the Cato Institute, where he served most recently as senior vice president for policy. He lives in Leesburg, Virginia with his wife, Caitlyn, and their three ungovernable daughters.
