Marcus Lemon, a former Chief Counsel for the Federal Highway Administration, has written in TollroadsNews a very useful dissection of House Transportation Committee Chairman Oberstar’s transportation bill outline.
Marcus begins by parsing the massively expanded spending in the proposal, the lack of revenue to support it, and the lack of justification for it.
But even better he goes on to dissect a lot of the good, bad and ugly in the outline, and makes a series of excellent recommendations for what ought to be in there.
