My collegue, Len Gilroy wrote about a terrific development for the City of Chesapeake, Virginia early today. Just to add a bit of context, (and futher encouragement to City) Cheasapeake was the first local government in Virginia to embrace the Public Privat Partnership Act of 1995 (PPTA) in Virginia. The City adopted guidelines and accepted PPTA proposals for a new toll road (adjacent to the exiisting 2-lane road) to provide faster access to the Outer Banks of North Carolina.
