His professional trajectory includes roles as a Program Associate at the Mercatus Center at George Mason University, Communications Coordinator for Students for Liberty in Latin America, and an internship at the Cato Institute. He is also an alum of the Mercatus Center's Don Lavoie Fellowship, a Fellow at Sociedad Atlas, and a Member of the Academic Council of the Libertarian Movement of Venezuela.
Cesar creates political analysis content for Politiks, a firm run by young Venezuelans aimed at breaking down barriers to information about Venezuela's political realities. Moving from Venezuela to the United States in 2022 has intensified his dedication to advocating for liberty and warning of the threats posed by authoritarian and populist regimes through his work.
