Federal Privatization saves $1.4bn in 2004

Competitions between federal employees and the private sector saved $1.4bn in 2004, quite a bit up from the year before as agencies are taking greater advantage of competition. I’d like to see these savings explicitly embedded in the budgeting process so they flow back to appropriations and tax and spending cuts.
