Larry Penner
Larry Penner previously served as a director for the Federal Transit Administration Region 2 New York Office of Operations and Program Management and now works as a transportation advocate, historian and writer.
At the Federal Transit Administration, Penner's duties included supervising a staff of 11 Transportation Program Specialists and Regional Office Engineers, along with several Triennial Review and Project Management Oversight Engineering consulting firms. This included the development, review, approval and oversight of billions of dollars in capital projects and programs for New Jersey Transit, New York Metropolitan Transportation Authority (MTA), Long Island and Metro-North Railroads, and New York City Department of Transportation Staten Island Ferry.
