The WB (not the TV network, the slightly less entertaining international institution) has released a report on why and how countries should be doing performance-based contracting for highway maintenance. Amazingly, we are stil baby-stepping on this here in the U.S., despite some established successes and plenty of evidence of benefits, as seen in the how-to guide Geoff and I did with Sam McCarthy back in ’03.
