I worked with John when he was Secretary of Transportation in Maryland and I was Secretary of Transportation in Virginia. Together we secured the funding and negotiated the deal for Woodrow Wilson Bridge project. At the time, the old bridge was the only portion of the bridge owned by the Federal Government. The bridge was one of the first “mega projects” and was brought in on time and on budget. It is one of the projects in the Washington DC area that has had a major impact on relieving congestion.
