"Some experts, including Adrian Moore, a privatization advocate who is a vice president at the Los Angeles-based Reason Foundation, say the main lesson of the Atlanta collapse is that cities and private companies needed to be realistic about what a partnership can achieve. 'It's like a marriage,' Mr. Moore said. 'You've got to work to make it work.'"

Over 40 Percent of Drinking Systems Are Now Private
As governments seek to reduce costs and improve service delivery they are turning to private water systems. Reason finds that more than 40 percent of drinking water systems nationwide are now private, regulated utility systems. In 2001, nationwide privatization of water and wastewater services grew by 13 percent, after growing by 84 percent through the 1990s. At the end of 2001, nearly 1,300 local governments privatized the operation of wastewater systems, and over 1,100 privatized the operation of water systems.
