Who's in Charge at U.S. Dept of Transportation

Ever since U.S. Department of Transportation Secretary Ray LaHood was slapped down by White House press secretary Robert Gibbs after suggesting we discuss a distance-based fee to fund infrastructure, many have questioned how much leadership can actually eminate from the department.

Now, Micheal Ennis, the transportation policy analyst at the Washington Policy Center in Seattle, has an interesting blog post on this leadership issue (or the lack there of). Let's just say that the U.S. DOT is apparently very careful they don't step on any toes, particularly those that work in the White House. Michael's chain of communications with the DOT press office is quite interesting!
