Financing Pennsylvania's Transportation Infrastructure
Reason Foundation's Senior Transportation Analyst, Shirley Ybarra, makes a case for public private partnerships in a testimony delivered to the Pennsylvania House Transportation Committee on July 28, 2008.
Ybarra states: "Business as usual will not deliver the infrastructure that Pennsylvania needs to meet the transportation needs of the 21st century economy. Pennsylvania policymakers need to embrace a new paradigm for highway funding and operation."
