Study: New Technology Can Increase Airport Capacity, Reduce Delays
New runway at JFK among the possible solutions
John F. Kennedy International Airport could safely add a new runway between two existing runways, reducing delays and increasing capacity by as much as 50 percent, according to a new study by the Reason Foundation. The report highlights a range of technology improvements that could be implemented as part of the Federal Aviation Administration's complete revamp of air traffic control (termed "NextGen") over the next two decades.

Study: Congestion Pricing Is Long-Term Answer to Air Travel Delays
New federal plan to cut delays more likely to stifle competition than help passengers
Congestion pricing is the most effective way to reduce air travel delays and congestion at New York-area airports, according to a new Reason Foundation study. The report systematically debunks the airlines' arguments against the concept that would require all planes to pay market-value to use runways at the nation's busiest airports during peak hours.

"It is disappointing that the federal plan to reduce delays was unable to incorporate congestion pricing or produce a real auction that puts every runway spot up for bid. The new plan is a band-aid that won't cure delays," said Robert Poole, who recently advised the U.S. Department of Transportation on this topic and is lead author of the Reason Foundation report. "Airlines schedule more flights than can be safely handled by today's existing runways and air traffic technology, but they don't bear the costs of the delays they create."

The Need for Fundamental Reform of Air Traffic Control
A group of nine leading aviation experts, including a former U.S. Secretary of Transportation, a former Federal Aviation Administration Administrator, and the architect of airline deregulation, is calling for significant changes to the nation's air traffic control system. They stepped forward because "Congress has not realistically addressed" the reforms needed to successfully implement a re-designed and much higher-capacity air traffic control system that could eliminate today's record-setting airline delays.
